Apply today to join the Water Rights permitting team to serve as permitting technical lead on climate change and process water right permit applications for surface water diversion projects throughout California. The State Water Resources Control Board’s Division of Water Rights has an opening for a Senior Environmental Scientist (Specialist) in the Permitting Section. The position is located at 1001 I Street, 14th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. 1. Knowledge of and/or experience with surface water resources management.
2. Knowledge of and/or experience with water rights.
3. Knowledge of and/or experience with climate change models in use in California.
4. Knowledge of and/or experience with analysis of surface water flow data.
5. Experience with stakeholder outreach and/or facilitating negotiations.
6. Experience staffing a public workshop, item and/or hearing.
7. Experience leading a team.
8. Experience with environmental permitting.
9. Experience developing environmental regulation and/or Policy.
